PM-Surya Ghar: Muft Bijli Yojana (PMSYG)


The PM-Surya Ghar: Muft Bijli Yojana is a landmark Government of India initiative designed to make solar rooftop systems financially accessible for residential households.   • Stand-alone solar agricultural pumps,
  • Solarization of grid-connected agricultural pumps, and
  • Decentralized ground/stilt-mounted solar plants.

Under PM-KUSUM, beneficiaries receive central financial assistance of up to 30% of the benchmark cost of solar systems. In many states, including Odisha, state governments match this with an additional 30% subsidy, significantly lowering the net investment for farmers and agribusiness owners. Combined with accessible bank financing options that cover up to 30%, farmers often need to contribute only about 10% of the total project cost directly making solar irrigation technologies economically attractive.

Under the current MNRE Phase-II scheme, residential consumers are eligible for subsidies on grid-connected rooftop solar systems, with financial support structured to lower upfront investment and deliver long-term energy cost savings. Typically, the subsidy is structured as 40% of system cost for capacities up to 3 kW and 20% for capacities between 3 kW and up to 10 kW, subject to capacity limits and standards.

For example, under this scheme:

  • Up to 3 kW systems: 40% subsidy
  • 3 kW to 10 kW systems: 20% subsidy on the additional capacity

This makes rooftop solar significantly more affordable and encourages widespread adoption. The programme also requires installation through DISCOM-empaneled vendors and compliance with technical and safety standards, ensuring quality assurance for consumers.

The scheme is structured to support MSMEs and industrial enterprises in deploying proven energy-saving technologies with financial and technical assistance.


With a ₹1,000-crore budgetary outlay and a phased roll-out across identified industrial clusters, ADEETIE offers end-to-end support including interest subvention on loans (5% for micro and small enterprises, 3% for medium enterprises), Investment Grade Energy Audits (IGEA), Detailed Project Reports (DPRs), and post-implementation Monitoring & Verification (M&V).


Participating enterprises stand to benefit from reduced financing costs and expert hand-holding throughout the energy efficiency project lifecycle, enabling them to lower operational energy consumption, improve power-to-product ratios, enhance competitiveness, and strengthen ESG performance.
